  4. This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
  5. If the successful candidate is an ADB staff member holding a regular appointment, his/her regular appointment will be converted to a special fixed-term appointment. A special fixed-term appointment will automatically and without prior notice expire at the end of the term.

The position is assigned in India Resident Mission (INRM) within the South Asia Department (SARD). INRM assists in the project implementation of the loans and technical assistance (TA) projects and supports the ADB HQ in processing new loans in India

Job Purpose

The Project Assistant will coordinate project specific and administrative requirements for the INRM, including providing analysis to support project/program development initiatives, updates databases and documents of project development initiatives ongoing projects/programs; including organizing and maintaining records, preparing correspondence and reports, interacting with various stakeholders to keep abreast of all project/program issues and other appropriate functions as required. The incumbent will report to designated international staff (IS) and senior national staff (NS).

Responsibilities

  1. Assists in consolidating, review existing information of state-/region-/sector-level vision, policy and/or strategy papers, master plans, sector plans, etc. to prepare sector strategy and investment plans and prioritization framework. Supports in developing subproject selection criteria to prepare a shortlist of prioritized subprojects for infrastructure development support;
  2. Assists in conducting review of organisational/institutional structures to identify measures for introducing institutional reforms, capacity building and strengthening organisational effectiveness for concerned stakeholder authorities in the relevant sectors;
  3. Assists in preparing and updating of documents related to projects concept and formulation, terms of reference of consulting services assignments, project administration manual (PAM) etc. by gathering and consolidating data in the appendices, and drafting various sections, including project description/scope, project cost, loan allocation, procurement, loan covenants, etc.;
  4. Assists in preparing and updating individual project performance reports every month for loans outlining all the required details for example, project description/scope, status of implementation, developments, major problems, actions taken/proposed, and participating in the departmental PPR meetings when needed;
  5. Participates in various missions as required such as contact missions, inception, review, mid-term mission and project completion report missions by providing support in consolidating /collecting requisite data, reconciliation of project/program information, project accounts, compliance with loan covenants, familiarizing EAs with ADB's loan/technical assistance (TA) procedures and assisting them where necessary in the preparation of various reports and applications;
  6. Assists in maintaining records needed to monitor compliance with project and TA covenants. Inputs data on the status of such compliance into the database at INRM;
  7. Assists in monitoring physical progress in projects/TA implementation, for example, by following up on outstanding obligations of EAs;
  8. Follows up on outstanding obligations of executing agencies such as the submission of financial statements, monthly and/or quarterly progress reports, etc.
  9. Maintains data management systems;
  10. Assists in reviewing withdrawal applications for compliance with project agreement.
  11. Performs other tasks as assigned and reflected in the incumbent's workplan.

Relevant Experience & Requirements

  1. Bachelor's degree in Economics/Business Administration/Planning, or equivalent academic qualification, a Masters’ degree in the relevant field would be preferred.
  2. At least 5 years of relevant experience in infrastructure sectors, project related activities; experience in international agencies will be preferred;
  3. Experience in various stages of the project cycle including procurement, contract administration, and progress management. Knowledge of Federation International des lngenieurs-Conseils (FIDIC) /various contract modalities of contract is an advantage;
  4. Proficiency in the use of technology packages (common word-processing, spreadsheets and graphics, presentation applications);
  5. Proven ability to work independently on assigned transactions, areas of analysis and research
  6. Ability to work collaboratively with teams as a constructive team member and to work with individuals from different cultural/national backgrounds;
  7. Able to liaise and work effectively with government officials and able to work collaboratively with teams as a constructive team member;
  8. Able to conduct cost-benefit analysis to support decision-making;
  9. Effective report-writing and communication skills in English and familiarity with local languages and institutions;

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
